iOS spotlight failure on 1GB RAM devices: iOS 9.3.2 and wipe/restore may fix. Posted on July 30, 2016 by jgordon Link. For some 9.3.2 alone is enough, I needed both 9.3.2+ and full backup/wipe/restore.
