Time Machine restore does delete before restore.

Macintouch: “the kid who programmed Time Machine created the steps in the order that when you click the “do not save the current material” (or whatever the wording is) button, it deletes those files instantly, before restoring the archived ones … when the archived ones are not restored, as they weren’t in my case, you have NOTHING there.”
